Executive reporting for quantum platforms should avoid two failures: abstract hype and irrelevant operational detail. The board does not need every calibration plot. It does need to know whether the organization is buying down uncertainty, preserving options, controlling spend, reducing quantum security risk, and avoiding false claims.
NIST SP 800-55 Volume 1 provides guidance for identifying and selecting information-security measures and evaluating whether measures support decision-making [R240]. The same discipline applies to quantum portfolio reporting: every metric should support a decision.
